At the highest level, senior national and international representatives must set strategic goals establish the necessary framework to allow important national projects, such as the implementation of a nuclear waste repository, to proceed.
In order to achieve practical implementation of projects, this framework must provide processes for reaching technically sound, transparent solutions that are also acceptable from societal and political perspectives.

To implement the strategic goals discussed on Day 1, key actors – industry, regulators, political and institutional representatives – will need to fulfil their roles and interface effectively with each other.
While aiming for solutions that comply with environmental and safety requirements, ethical, social and economic factors also have to be taken into account.
